投標人應具備的資格或業績:對投標人的資格和業績要求：RequirementsforQualificationandreferenceofBidder:（1）資格要求RequirementsforQualificationofBidderA．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；Thebidderwithinthecustomsterritoryshallprovidevalidindependentlegalpersonbusinesslicense,taxregistrationcertificate,organizationcodecertificate,orcombinedcertificateandbusinesslicense.Thescannedcopyoftheoriginalshallbeprovidedduringbidding(theoriginalcopyforreference);Thebidderoutsidethecustomsterritoryshallprovidevalidcertificatetoprovevalidbusinessregistrationcertificate.B.投標人應為本次投標所投產品的制造商或者授權代理商。如果投標人是代理商，則須提供制造商有效授權書；如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。Thebiddershallbethemanufactureroragentofthebiddingproducts.Ifthebidderisanagent,avalidLetterofAuthorityfromManufacturershallbeprovided.Ifthebidderisawholly-ownedsubsidiaryorholdingsubsidiaryofthesamegroupasthemanufacturerresponsibleforsalesofthebiddingproducts,thebiddershallproviderelevantevidencedocumentsfromthemanufactureroritssuperiorcompanytoprovetheabovematters,andinsuchcasethebiddershallbedeemedasthemanufacturer.Thebiddinggoodscannotbeauthorizedtootherbidderstoparticipateinthisbiddingatthesametime,otherwiseallrelatedbidswillberejected.C.是否接受聯合體投標：否JointVenture:NotAcceptedD.未領購招標文件是否可以參加投標:不可以Bidwithoutthebiddingdocuments：NOTAllowed（2）資質要求Qualificationrequirement:A.特種設備證書：管道式超聲波流量計到貨時應隨貨提供《特種設備監督檢驗證書（壓力管道元件制造）》。對國內制造的流量計（殼體），投標文件中應提供《中華人民共和國特種設備生產許可證》（壓力管道元件），許可范圍應包括流量計（殼體）。A.SpecialEquipmentCertificate：Forin-lineultrasonicflowmeters,aSupervisionandInspectionCertificateforSpecialEquipment(ManufactureofPressurePipingComponents)shallbeprovidedtogetherwiththegoodsupondelivery.Forflowmeters(Shell)manufactureddomestically,thebiddingdocumentsshallincludetheManufactureLicenseofSpecialEquipmentofthePeople’sRepublicofChina(PressurePipingComponents),andthelicensedscopeshallcovertheflowmeter(Shell）.B.防爆證書：投標人必須提供產品制造商的防爆電子式儀表的國家授權防爆認證機構頒發的《產品防爆合格證》B.Explosion-ProofCertificate:TheBiddermustprovidetheProductExplosion-ProofCertificateofConformityforthemanufacturer’sexplosion-proofelectronicinstruments,issuedbyanationallyauthorizedexplosion-proofcertificationbody.C.其他證書：投標人應取得并提供《中華人民共和國計量器具型式批準證書》。Othercertificate:TheBiddershallobtainandprovidetheTypeApprovalCertificateforMeasuringInstrumentsofthePeople’sRepublicofChina.（3）業績要求RequirementforBidder'sreference:2015年1月1日至投標截止日(以合同簽署時間為準)，投標人至少具有2個應用于乙烯裂解裝置或苯乙烯-環氧丙烷(SMPO)裝置或聚醚多元醇(DMC-POD)裝置或裂解汽油加氫裝置單個合同供貨數量不少于4臺的超聲波流量計合同業績。上述業績合同中有一個滿足包含至少1臺公稱通徑不低于DN2000技術條件的液體插入式超聲波流量計。Thisprojectdoesnotacceptbidsfromagents(resellers).FromJanuary1,2015tothebidsubmissiondeadline(determinedbasedonthecontractsigningdate),thebiddershallhaveatleasttwocontractperformancerecordsforultrasonicflowmetersappliedinoneormoreofthefollowingunits:Ethylenecrackingunit，orStyreneMonomer–PropyleneOxide(SMPO)unit，orPolyetherpolyol(DMC-POD)unit，orPyrolysisgasoline(Pygas)hydrotreatingunit.Foreachsuchcontract,thesuppliedquantityshallbenofewerthan4ultrasonicflowmeters.Amongtheaboveperformancecontracts,atleastoneshallincludealiquidinsertion-typeultrasonicflowmeterwithanominaldiameternotlessthanDN2000thatmeetsthetechnicalrequirements.同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的超聲波流量計的業績，視為投標人所投超聲波流量計的制造商的業績；投標人應提供說明函，說明本次所投超聲波流量計的制造商與滿足上述業績要求的產品制造商屬于同一集團。TheperformanceoftheUltrasonicflowmetersubmittedbydifferentmanufacturerswithinthesamegroup(i.e.,wholly-ownedsubsidiaries,holdingsubsidiariesormanufacturingplantsunderthesamegroup)isregardedastheperformanceofthemanufacturerofUltrasonicflowmetersubmittedbythebidder;thebiddershouldprovideanexplanatorylettertostatethatthemanufactureroftheUltrasonicflowmetersubmittedinthisbidandthemanufactureroftheUltrasonicflowmetermeetingtheaboveperformancerequirementsbelongtothesamegroup.投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、供貨數量。若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。Thebiddershallsubmittheperformancerecordformintheprescribedformatalongwithrelevantsupportingdocuments,whichmustinclude:salescontractsanddeliveryacceptancematerialssignedorsealedbytheend-user(suchasdeliveryacceptanceforms,commissioningacceptancereports,orothervaliddocumentationprovinggoodsacceptanceunderthecontract);allsubmittedproofdocumentsmustcontainatminimum:thecontractsigningdate,executedsignaturepages(withbothparties'officialsealsfordomesticcontracts,orsignatures/sealsforinternationalcontracts),manufacturer'sname,plant/installationname,descriptionofsuppliedgoods,andsuppliedquantity.Iftheperformancecontractisanannualagreement,inadditiontoprovidingtheannualagreement,correspondingreceivedordersshouldalsobeprovided,andtheordercontentornumbershouldbeassociatedwiththeannualagreement.Providingoneormoreordersandcorrespondingacceptanceevidenceunderthesameannualagreementisconsideredasonevalidperformance.未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。Ifnodocumentaryevidencefurnished,ordocumentaryevidencefurnishedcannotdemonstratetheaboveperformancerequirements,therelevantreferencewillbedeemedinvalid.如果投標人是代理商,2022年1月1日至投標截止時間（以合同簽署時間為準），投標人應具有至少1個合同與本次投標同類產品的銷售業績，并提供相關業績證明文件。業績證明文件包括但不限于銷售合同復印件，至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱。未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。Ifthebidderisanagent,thebiddershallhaveatleastonesalescontractperformanceofsimilarvalveinthisbiddingfromJanuary1st,2022tothedeadlineforsubmissionofthebid(subjecttothesigningtimeofthecontract),andprovidecorrespondingdocumentaryevidence.Thesalesperformancedocumentaryevidenceincludesbutnotlimitedtoacopyofthesalescontract,whichshouldatleastreflectthefollowingcontents:thedateofcontractsigning,thecontractsigningpage(domestictradecontractsshouldhavesignaturesandsealsfrombothparties,internationaltradecontractsshouldhavesignaturesorsealsfrombothparties),andthenameofthegoods.Ifnodocumentaryevidencefurnished,ordocumentaryevidencefurnishedcannotdemonstratetheaboveperformancerequirements,therelevantreferencewillbedeemedinvalid.是否接受聯合體投標:不接受
